Regulatory-forced sale, motivated landlord

Landlords facing the 2028 MEES cliff

Tenanted EPC D-G properties listed by landlords who cannot (or will not) retrofit to a C-rating before the 2028 deadline. They sell early at a discount; you buy with works costed in.

Why the 2028 MEES deadline is creating a buyer's market

From 2028, every rental property in England and Wales must have an EPC rating of C or higher for new tenancies, and from 2030 the rule extends to all tenancies. Roughly 60% of the UK rental stock currently sits at D or below. Many landlords — especially small portfolios with one or two older terraces — would rather sell than spend £6,000-£15,000 per property on retrofit (insulation, glazing, heating upgrade) before the deadline. We surface every tenanted listing with a sub-C EPC where the seller is an investor (not an owner-occupier), and rank by the spread between asking price and the post-retrofit mortgageable value.

Time-pressured sellers

New-tenancy MEES rule lands 2028. All-tenancy 2030. Landlords selling in 2026-2027 to avoid retrofit are the most flexible on price.

Retrofit cost modelled

We estimate retrofit cost per property using the EPC certificate's improvement recommendations — insulation, glazing, heating, ventilation.

Tenanted on day one

Most MEES exits are tenanted with a sitting AST. You inherit the income from completion and execute retrofit at the next void or via tenant cooperation.

Frequently asked questions

What are the MEES regulations?

Minimum Energy Efficiency Standards (MEES) require rental properties in England and Wales to meet a minimum EPC rating. Currently the floor is E. From April 2028 it rises to C for new tenancies, and from April 2030 it applies to all existing tenancies. Properties below the threshold cannot be let unless they qualify for a registered exemption.

How much does it cost to retrofit a D or E to a C?

Typical range is £6,000-£15,000 per property depending on age and starting condition. The cheapest fixes are loft insulation, LED lighting and cavity-wall insulation (often <£3k combined). The expensive ones are heating upgrades (air-source heat pump £8-12k installed) and solid-wall insulation (£8-15k). The EPC certificate's improvement section gives you the priority list.

Can the landlord just claim an exemption?

There are registered exemptions (cost cap, third-party consent refused, devaluation) but they are time-limited and the regulator (local authority) scrutinises them. Many landlords would rather sell than apply for exemptions they may not get. That is the supply we are flagging here.

Should I buy a MEES exit and let it before retrofit?

You can let it under the existing AST through 2028 (and through 2030 if the tenancy continues). Use that grace period to plan the retrofit. The arithmetic: if the discount on the buy side is more than the retrofit cost plus your time, the deal stacks. Our listings show both numbers side by side.

2028 is a hard deadline. Buy from those who can't meet it.
